So, a person in a city could be a constituent of the mayor.

A constituent does not need to be a voter.

They're also a constituent of the governor and they are also a constituent of their US senator. So, a constituent need not actually be a voter. Anyone who lives in place that's represented by an elected official is a constituent whether they vote or not.
